Establishes a teacher loan program to encourage individuals to become teachers in hard-to-staff positions of Department of Education schools. Allows a loan to be forgiven for teachers who become, or have become, a licensed teacher in Hawaiʻi or for teachers who will commit to teach for three years at a Hawaiʻi public school or public charter school. Allows religious, educational, and medical institutions to build residential units on lands zoned for residential or commercial use within the urban state land use district, under certain conditions.
Provides that each lease that the Department of Agriculture enters into, renews, or extends after the effective date of this Act shall authorize the Department to: (1) Enter the leased premises at any time to identity, investigate, control, or eradicate invasive species; and (2) Terminate the lease if the lessee refuses the Department entry or is found in violation of any applicable law, rule, or order relating to the control or eradication of invasive species.
No later than January 1, 2025, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in certain state buildings. Requires the Department of Accounting and General Services to provide trainings on the use of automated external defibrillators for certain state employees and security staff. Appropriates funds. Authorizes the issuance of special number plates to recognize the University of Hawaiʻi Cancer Center.
Requires the Department of Accounting and General Services to provide menstrual products at no cost in specified restrooms in public buildings maintained by the department. Requires the Department of Accounting and General Services to post signage in each restroom identifying the location of the free menstrual products. Appropriates funds. Effective 7/1/3000. (HD1)
Establishes the Red Hill remediation authority. Creates the Red Hill remediation special fund.
Authorizes and establishes a regulatory framework for the issuance, use, and acceptance of electronic credentials.
Caps the primary and secondary ticket seller service charges that may be added on to event ticket prices. Requires website operators to guarantee refunds in certain circumstances and disclose that the website is not the primary ticket seller. Prohibits speculative tickets and the usage of bots.
Requires the State to share in the cost of county first responder personnel fulfilling state-imposed new mandates or increases in the level of service under existing programs.
