Permits a shipping container chassis that holds a valid out-of-state certificate of vehicle registration to obtain a certificate of safety inspection. Makes an out-of-state registration for a shipping container chassis valid in the State until its expiration in the other state or for one year after a vehicle safety inspection. (SD1)

Authorizes tow operators to charge a towing surcharge of no more than $35 if the tow involves overturned vehicles. Increases the statutory caps on certain towing charges. Requires that a towing company that charges fees to tow vehicles left unattended on private and public property to accept payment by the vehicle owner for charges by cash, credit card, and debit card and not direct an individual to use an on-site automated teller machine in lieu of accepting payment by credit card and debit card. Authorizes stopping, standing, and parking restrictions and prohibitions on property under jurisdiction of the Director of Transportation and the counties, respectively. Specifies that the counties may issue traffic infractions for violations of any law prohibiting or restricting the stopping, standing, or parking of vehicles on all highways and county property. Requires the Hawaiʻi Housing Finance and Development Corporation to submit a report analyzing the feasibility of continuing to fund the operations of the housing loan and mortgage program. (CD1)
Beginning 1/1/2025, allows residential uses in areas zoned for commercial use to be considered permitted under certain circumstances. Requires, no later than 1/1/2025, each county to adopt or amend its ordinances to allow for adaptive reuse of existing commercial buildings in the county's building codes. (CD1)
Increases the state supplemental payment ceilings for type I adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, certified adult foster homes, and type II adult residential care homes. Effective 10/1/2024. (SD2)
Increases the monthly needs allowance for individuals living in certain long-term care facilities from $50 to $75. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal Supplemental Security Income Program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Clarifies the individuals who are eligible to receive the needs allowance. Takes effect 10/1/2024. (SD1)
Exempts the Hawaiʻi Convention Center from certain requirements regarding concessions on public property. Authorizes the Hawaiʻi Tourism Authority to sell or lease naming rights for the Hawaiʻi Convention Center facility. Facilitates advertising and marketing in and on the Hawaiʻi Convention Center facility. (CD1)
