RELATING TO CHILD WELFARE SERVICES.

Appropriates funds for the Department of Human Services to contract with a non-profit specializing in domestic violence to provide training and staff to be housed on-site in Child Welfare Services Branch offices to support all aspects of screening for and addressing domestic violence within a case. RELATING TO STREAM MAINTENANCE.

Requires the counties to remove and dispose of personal property as part of the maintenance of channels, streambeds, streambanks, and drainageways. Clarifies that personal property stored in or near a channel, streambed, streambank, or drainageways for a continuous period of more than twenty-four hours shall be deemed abandoned property which may be disposed of by the State or county. Effective 7/1/3000. (HD1)

RELATING TO RENEWABLE FUEL.

Amends the renewable fuels production tax credit by: increasing the tax credit rate; specifying that the credit may be claimed for fuels that meet certain lifecycle greenhouse gas emissions and product transportation emissions thresholds; adding credit values for low lifecycle emissions renewable fuels and sustainable aviation fuels produced; allowing a taxpayer who previously claimed a credit to claim another credit for taxable years beginning after 12/31/2024; amending the credit period to be for a maximum period of ten consecutive years beginning from the effective date of this Act; and amending the required information in the certified statement. Effective 7/1/3000. (HD2)

RELATING TO CRIMINAL PROCEEDINGS.

Allows a party aggrieved by the judgment of a circuit court on a minimum term order to appeal to the Intermediate Appellate Court. Requires prisoners to continue to be represented by counsel in any petition challenging minimum term proceedings. Requires the Supreme Court to establish rules.
