Makes permanent the requirement for certain motion picture theater owners and operators to provide open movie captioning for at least two showings per week, one of which occurs on a Saturday or Sunday. Repeals the requirement to provide an option of personal closed captioning screenings by means of lightweight eyewear.
Requires the Department of Land and Natural Resources to prepare a resource land acquisition plan by 6/30/2021. Requires periodic reporting to the Legislature on the progress of preparing the plan.
Prohibits operating a moped or motor scooter from any rental company unless the person wears a safety helmet that the rental company is required to provide or the person wears a safety helmet that is provided by the person; provided that this requirement does not apply to any person who possesses a valid license from any state to operate a motorcycle. Prohibits the rental of any moped or motor scooter with an aftermarket modification to its motor.
Requires Med-QUEST to seek a state plan waiver to establish a home and community-based services program for individuals with an autism spectrum disorder.
Requires at least one secondary school in a geographic complex area to provide a career and technical education program beginning in the 2020-2021 school year.
Increases the minimum wage annually starting January 1, 2020. Beginning September 30, 2024, and thereafter, requires the Department of Labor and Industrial Relations to calculate an adjusted minimum wage rate to the nearest five cents using the Honolulu Region Consumer Price Index for All Urban Consumers, subject to certain conditions. Repeals the tip credit.
Authorizes a county to adopt rules or ordinances that place stricter limitations on a passenger seated in the bed or load-carrying area of a pickup truck while the vehicle is in operation.
Requires the Insurance Commissioner to perform a study on capitated payment rates in Hawaii that compares the payment model in Hawaii with the payment models in other states. Appropriates funds for the study. (HB1464 HD2)
Requires procurement officers to complete past performance evaluations of contractors. Requires past performance to be considered in all sole source procurement and any competitive contracts that exceeds the small purchase threshold. Establishes an initial procurement working group that will evaluate and make recommendations to the legislature about the effectiveness of existing procurement methods. Requires the development and implementation of a statewide past performance database. Appropriates funds. Effective 1/1/2050. (SD1)
Requires health insurance policies and contracts issued after 12/31/19 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every thirty-six months in their base plans. Exempts mandatory health care coverage from impact assessment report. (SD1)
