RELATING TO THE EARNED INCOME TAX CREDIT.

Requires all employers to notify their employees in writing of the availability of the federal and state earned income tax credits. Effective 1/1/2050. (HD1)

RELATING TO VOTING.

Requires that any person who is eligible to vote and applies for a motor vehicle driver's license or identification card to be automatically registered to vote unless the applicant affirmatively declines. Allows an applicant to affirmatively decline to have any of the applicant's information electronically transmitted. Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or identification card information to election officials and the online voter registration system. Effective 7/1/2050. (HD2)

RELATING TO CONSTRUCTION WASTE.

Requires the Department of Health to convene a construction waste reuse and recycling working group to determine how to implement a requirement for the reuse, recycling, or donation of construction waste. Makes an appropriation. Effective 7/1/2050. (HD1)

RELATING TO THE UNIVERSITY LABORATORY SCHOOL.

Makes permanent the law exempting the University Laboratory School from the public charter school enrollment policy so that it may conform its student enrollment profile to the standard prescribed by the University of Hawaii college of education in order to meet college's research requirements.

RELATING TO AFFORDABLE HOUSING.

Authorizes the Hawaii Housing Finance and Development Corporation to approve and certify for exemption from general excise taxes certain affordable housing projects once site control is obtained. Defines site control as the execution of any regulatory agreement between any qualified person or firm and any governmental entity for purposes of developing certain affordable housing projects.

RELATING TO TEACHER HOUSING.

Clarifies that the Department of Education may construct teachers' housing on a public school campus. Requires that teachers' housing units constructed or acquired on a school campus after 6/30/2020, be rented at a low cost or no cost to new teachers employed full-time at that school.
