Specifies that plans of correction and the status of corrective actions for care facilities shall be added to reports by the department of health within five working days. Clarifies, for reporting purposes, that the conclusion of an inspection occurs after the initial visit to a facility is completed.

Prohibits the application of travel restrictions implemented during a state of emergency or local state of emergency to essential workers unless the application of those travel restrictions to essential workers has first been approved by the governor. Defines essential workers for this purpose. Effective 7/1/2050. (HD2)
Requires the auditor, with the assistance of the department of human services, to conduct a study to assess the impact of using medicaid funds to provide coverage for the treatment for homelessness, subject to federal matching funds. Requires the auditor to submit a report to the legislature. Appropriates funds.
Requires the legislative reference bureau to conduct a study on telework and the use of alternative work schedules for state employees. Requires state departments and agencies to cooperate with the legislative reference bureau. Requires the legislative reference bureau to submit a report of its findings and recommendations, including proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2022. Clarifies that social welfare organizations granted tax exempt Requires social welfare organizations granted tax exempt status under 501(c)(4) of the Internal Revenue Code that donate or contribute to noncandidate committees, engage in electioneering communications, or provide an endorsement for or against a candidate to register with the campaign spending commission and file organizational and financial reports. Requires the department of education to offer training for teachers, educational officers, and school-based behavioral health specialists on sex trafficking prevention and response.
Establishes the Hawaii 2030 economic diversification task force to develop a plan to diversify the State's economy by 2030. Requires the task force and the auditor to submit reports to the legislature.
Provides for a minimum fine of $500 and maximum fine of $4,000, in addition to any other penalty, for the misdemeanor offense of reckless endangering in the second degree under certain circumstances, such as boarding a commercial flight into the State after having tested positive for COVID-19.
Requires that a majority of the members of the Hawaiian Homes Commission be beneficiaries and on the waitlist. Requires quarterly reporting to the legislature and beneficiaries on land dispositions made during the quarter. Authorizes the governor to establish an inter-agency council. Requires a full accounting of Act 14, Special Session Laws of Hawaii 1995, expenditures within one year. Allows the Hawaiian Homes Commission to retain separate counsel from the attorney general to provide service to the Commission and beneficiaries. Requires the Legislative Reference Bureau to conduct a study on the implications of creating a position for the director of the department of Hawaiian home lands that is separate from the chairperson of the Hawaiian Homes Commission.
