Makes the community court outreach project permanent. Amends the project to address homeless defendants and expand the opportunities for eligible defendants to participate. Appropriates funds for additional personnel and enhanced security services. Effective 6/30/3000. (HD1)
Increases the monthly needs allowance from $50 to an unspecified amount. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Authorizes raising the building height limit to 400 feet for 2 of the 6 parcels owned by the Office of Hawaiian Affairs in the Kakaako Makai area. Lifts the current restriction against residential development in Kakaako Makai to authorize residential development by the Office of Hawaiian Affairs or by third parties to which the Office of Hawaiian Affairs conveys the parcels. Requires the Office of Hawaiian Affairs and any developer to provide written notice to any tenant or resident of potential aircraft-related nuisances before entering into a lease, and to assess and propose mitigation efforts to address aircraft-related nuisances in development plans and proposals.
Requires state employers to provide cardiopulmonary resuscitation and defibrillator training to each of the employer's employees. Appropriates moneys.

Establishes the death care industry board to regulate the practices of funeral directing and cemetery sales. Establishes the death care industry board special fund. Requires funeral directors and cemetery salespersons to be licensed.
Formally recognizes that the Office of Hawaiian Affairs is not barred from pursuing and may negotiate with respect to public land trust claims not addressed in Act 15, Session Laws of Hawaii 2012.
Requires the posting of informational placards on sex trafficking and resources available to victims, in public buildings and at other specified locations, and the development of a model placard by the Department of Human Services. Requires the Department of Education to train teachers, school administrators, and other school personnel on the dynamics of sex trafficking and strategies for prevention and response. Requires the Department of the Attorney General to develop and implement public education and outreach events on the dynamics of sex trafficking and the importance of community involvement in prevention and response efforts. Appropriates funds.
