RELATING TO EDUCATION.

Establishes the position of Ka Papahana Kaiapuni Program Complex Area Superintendent. Requires that at least one at-large member of the Board of Education be a proficient Hawaiian speaking educator, practitioner, or scholar of Hawaiian studies or the Hawaiian language, to be selected from a list of three nominees submitted by the President of the Senate, Speaker of the House of Representatives, and Office of Hawaiian Affairs. Clarifies the purpose and objective of the Hawaiian Language Medium Education Program. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO ADMINISTRATIVE RULES.

Requires all state agencies proposing, adopting, amending, or repealing a rule to make the full text of the rules of the agency available on the website of the Office of the Lieutenant Governor in a digitally accessible and searchable format. Effective 7/1/3000. (HD1)

RELATING TO CONTRACTORS.

Repeals the leasing restriction on owner-builders who obtain an owner-builder exemption to act as their own contractor and who build or improve residential or farm buildings or structures on property they own or lease and do not offer the buildings or structures for sale. Requires an owner or lessee to provide signed written notice that the structure for lease or sublease was built or improved by an individual who is not a licensed contractor. Effective 7/1/3000. RELATING TO THE LAND CONSERVATION FUND.

Sets the amount of conveyance tax revenues to be paid into the Land Conservation Fund to a certain per cent or monetary cap, whichever is less, of conveyance taxes collected each fiscal year. Effective 7/1/3000. (HD1)

RELATING TO HISTORIC PRESERVATION.

Creates a process for expediting the review of majority-residential mixed-use transit-oriented development or residential transit-oriented development on certain parcels within county-designated transit-oriented development zones that have a low risk of affecting historically significant resources. Authorizes lead agencies, including county governments, to make determinations on the potential effects of a project. Creates a ninety-day limit, or thirty-day if no historic property is to be affected, to concur or not concur with project effect determinations. Exempts projects with written concurrence from further review unless there is a change to the project or additional historic properties, aviation artifacts, or burial sites are identified within the project area. Establishes notice and reporting requirements if there is a change to the project or additional historic properties, aviation artifacts, or burial sites are identified within the project area after the initial written concurrence. RELATING TO POLICING.

Requires county police departments and police oversight agencies to collect and report certain data regarding police stops, uses of force, and complaints to the Crime Prevention and Justice Assistance Division of the Department of the Attorney General. Requires the Division to collect and publish incident-level information and an annual report on the data collected. Effective 7/1/3000. (HD1)

RELATING TO DISABILITIES.

Requires the Department of Land and Natural Resources to evaluate its facilities for compliance with the Americans with Disabilities Act and compile a list of non-compliant facilities. Requires report to the Legislature.

RELATING TO PEDESTRIAN SAFETY.

Prohibits pedestrians from walking along the roadway of an interstate highway, an auxiliary interstate highway, or certain state highways except while conducting authorized first responder duties or highway maintenance duties. Effective 7/1/3000. (HD1)

RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fees, fines, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed before the effective date of the Act. Limits court-ordered community service for a minor to no more than seventy-two hours. Repeals certain penalties imposed on parents, guardians, or other persons associated with unaccompanied children in streets and unmarried minors in dance halls. Effective 7/1/3000. (HD2)
