Prohibits the ownership of holding of real estate interests in land within two miles of federal land by foreign individuals, entities, or governments. Institutes a reciprocal ban on foreign individuals, entities, or governments where Americans are forbidden from owning real estate abroad.

Phases out parking of motor vehicles on the grounds of Iolani Palace. Requires DAGS to remove the blacktop, parking area, and parking meters adjacent to Iolani Palace.
