Proposes a constitutional amendment that would legalize the possession and use of recreational cannabis by adults who are at least 21 years of age, as provided by law.

Establishes an income tax credit for employers to hire state residents who have been living, working, or studying on the mainland for three or more years and agree to return to Hawaiʻi.
Establishes the accessory dwelling unit housing development program with the Hawaiʻi Community Development Authority to award subsidies to individuals who build accessory dwelling units on an island with a population of more than 150,000, but less than 175,000. Exempts those accessory dwelling units from general excise tax for the first 4 years of rental. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
Requires state agencies to offer individuals who resigned or were dismissed from employment for not complying with vaccination or testing requirements the option to be reinstated, with back pay, to the position that person held prior to their termination.
Establishes the office of entrepreneurship. Creates a program in partnership with the Hawaiʻi film and creative industries development special fund. Declares the general fund expenditure ceiling is exceeded.
Amends the definition of "dangerous to self". Defines the terms "gravely disabled" and "psychiatric deterioration". Broadens the term of "imminently dangerous to self and others". Increases the maximum period of emergency hospitalization.
Increases the amount of the state supplemental payment for type 1 adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes to $767 and the amount of the state supplemental payment for type II adult residential care homes to $875.
Permanently excludes businesses within a federally designated opportunity zone from required unemployment insurance contributions and temporarily excludes those businesses from general excise and income tax for five years.
Requires the Department of Human Services to establish state goals for poverty reduction and socio-cultural advancement that support the principles of the Hawaiʻi State Planning Act by reducing by 50% by 2050 the number of families in the State that are employed but asset limited and income constrained.
Establishes the building permit expeditionary improvement force to eliminate inefficiencies in the permitting process. Appropriates funds exceeding the ceiling.
