Clarifies that emergency powers must comply with the Constitution and the needs of the circumstances. Specifies parameters for when a state of emergency is terminated and how proclamations may be extended. Requires a two-thirds vote of each house of the legislature for a proclamation extension.

Amends provisions in Chapter 11 to improve the integrity and accuracy of voter rolls, ballot security, increases the number of voter service centers, and requires ballots be sent by mail only upon voter request.

Requires county clerks to update the general register of voters according to death certificates and other disqualifying records upon receipt from department of health or another informing agency.
Adjusts annually for tax years beginning on or after 1/1/2025, the income tax brackets, personal exemption amounts, standard deduction amounts, and the overall limitation on itemized deductions by a cost-of-living adjustment factor linked to the Urban Hawaiʻi Consumer Price Index.
