Requires the Office of Planning to hire a contractor to, among other things, identify and assess alternative financing, project delivery, and cost recovery mechanisms to recapture the State's upfront investment in transit-oriented development infrastructure. Requires the contractor to consult with representatives of certain government entities. Requires the Office of Planning to report its findings to the Legislature. Establishes a commercial rent relief grant program to be administered by the Department of Business, Economic Development, and Tourism. Requires that the commercial rent relief grants be given priority for moneys received through federal funding. Appropriates funds. Effective 7/1/2050. (SD1)
Deposits funds into the Rental Housing Revolving Fund to be used to provide loans or grants to mixed-income rental projects or units for persons and families with incomes between 60 and 100% of the median family income. Enables the Hawaii Housing Finance and Development Corporation to use any unused moneys for other authorized rental housing projects. Effective 7/1/2050. (SD2)
Requires first responders to record in the incident report for each water rescue event the type of snorkel and mask, if any, worn by the person who was rescued or recovered. (SD2)
