Authorizes health care providers, nonprofit organizations, businesses, and faith-based organizations to distribute supplemental nutrition assistance program applications to prospective applicants.

Increases the minimum wage annually starting 1/1/2022. Beginning on September 30, 2026, and each year thereafter, requires the department of labor and industrial relations to calculate an adjusted minimum wage rate to the nearest five cents using the Honolulu region consumer price index for all urban consumers, subject to certain conditions. Repeals the tip credit.
Establishes maintenance of effort provisions for free education. Establishes a public education stabilization trust fund. Appropriates funds. Effective 7/1/2050. (HD1)
Beginning 1/1/2022, prohibits the issuance of building permits for new single-family dwellings that are part of a development of twenty or more dwellings and do not include a rooftop photovoltaic energy generating system, unless a variance is granted. Effective 7/1/2050. (HD1)
Increases the maximum fine that may be assessed per fireworks-related violation from $2,000 to $5,000; provided that the fireworks violation does not otherwise have a specific penalty enumerated in chapter 132D, HRS.
Amends the exclusion amount of Hawaii's estate tax. Applicable to decedents dying or taxable transfers occurring after 12/31/2020. Effective 1/1/2050. (HD1)
Requires all moped and motor scooter rental companies to ensure the rider wears a safety helmet supplied either by the rental company or by the renter prior to operating the moped or motor scooter. Exempts riders with a motorcycle license from this requirement. Prohibits the rental of any moped or motor scooter with aftermarket modifications. Amends the definition of motor scooter.
Requires the Department of Transportation to implement a vision zero program in Hawaii by 7/1/2022. Establishes a goal of no traffic fatalities or serious injuries by 2030.
Allows the executive office of aging to relax the thirty-hour employment requirement for qualified caregivers under the Kupuna Caregivers Program during a state-declared state of emergency. Adds the option of kupuna caregiver-directed services to the kupuna caregivers program. Includes assisting the care recipient and caregiver with the enrollment process as the duty of a coach. Allows funds under the Kupuna Caregivers Program to be issued to the care recipient's financial management service provider.
Prohibits health insurers, mutual benefit societies, and health maintenance organizations from excluding coverage of a service solely because the service is provided through telehealth and not through face-to-face contact. Requires parity between telehealth services and face-to-face services for purposes of deductibles, copayments, coinsurance, benefit limits, and utilization reviews. Clarifies the definition of "telehealth".
