RELATING TO EMPLOYMENT.

Requires the legislative reference bureau to conduct a study on telework and the use of alternative work schedules for state employees. Requires state departments and agencies to cooperate with the legislative reference bureau. Requires the legislative reference bureau to submit a report of its findings and recommendations, including proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2022. RELATING TO TAX HAVEN ABUSE.

Requires corporations to include the income of all foreign subsidiaries to the State. Applies the State's apportionment formula to determine the share of reported profits subject to the appropriate tax. Effective 1/1/2022.

RELATING TO THE BOARD OF EDUCATION.

Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board and the exclusive representative for bargaining unit (6) (educational officers) to appoint a nonvoting public school administrator representative to the board. Effective 7/1/2050. (HD1)

RELATING TO PROCUREMENT.

Implements certain recommendations of the procurement policy review conducted pursuant to House Resolution No. 142, Regular Session of 2016. Requires the state procurement office to submit a report to the legislature regarding its progress in implementing the procurement policy review recommendations. Effective 7/1/2112. (HD1)

RELATING TO TAX CREDITS.

Establishes a refundable income tax credit equal to twenty per cent of the federal child tax credit allowed and properly claimed on a taxpayer's federal tax return. Applies to taxable years beginning after 12/31/2020.

RELATING TO RESTORATIVE JUSTICE.

Requires the judiciary or supporting agencies to establish and support a program for restorative justice in each county and inform various criminal justice representatives of the existence of the program. Appropriates funds.

RELATING TO CHARITABLE ORGANIZATIONS.

Clarifies that social welfare organizations granted tax exempt Requires social welfare organizations granted tax exempt status under 501(c)(4) of the Internal Revenue Code that donate or contribute to noncandidate committees, engage in electioneering communications, or provide an endorsement for or against a candidate to register with the campaign spending commission and file organizational and financial reports. RELATING TO PUBLIC RECORDS.

Prohibits the governor from suspending any provision under Hawaii's Uniform Information Practices Act, or any rule adopted pursuant thereto, during any emergency period.

RELATING TO STREAM PROTECTION.

Prohibits BLNR from approving dispositions that authorize or have the effect of authorizing the diversion of water from streams except under specified criteria. Deposits moneys collected via land dispositions that authorize or have the effect of authorizing the diversion of water from streams into the forest stewardship fund.

RELATING TO CAMPUS SAFETY.

Requires UH to provide training on the impacts of trauma for employees responsible for investigating incidents and assisting victims of sexual and domestic violence. Improves access for confidential support services. Requires UH to annually distribute information about sexual and domestic violence prevention and disclosure protocols to students and employees. To the extent possible, requires a private college or university to implement identical campus safety and accountability standards to those applicable to UH.
