Specifies that a director's failure to disclose a conflict of interest shall constitute a breach of the director's duty of loyalty and the director may be automatically removed from the board, liable to the association for monetary damages, and disqualified from future service on the board.

Requires all state building construction that uses concrete to use post-industrial carbon dioxide mineralized concrete unless use of these materials will increase costs or delay construction.
Prohibits a county from enacting any ordinance that prohibits a person from lying by the roadside in safety in accordance with the law of the splintered paddle.
Establishes a presumption that a person charged with a crime is entitled to unconditional release unless proven otherwise. Requires the consideration of nonfinancial conditions of release before bail is ordered.
Prohibits government agencies, business entities, and health care entities in the State from paying or having another entity pay on its behalf ransom for cyber incidents or cyber ransom or ransomware attacks. Requires all agencies and entities to report incidents and attacks to the office of homeland security. Establishes penalties for violations. Requires the director of homeland security to develop and maintain a list of all incidents and attacks and make the list available to the public. Appropriates funds.
Authorizes the Department of Human Services and Department of Health to appoint an existing employee to apply for and manage grants, request grant writing assistance from other state agencies, or contract or employ a dedicated capture manager for this purpose. Establishes district court ombudsman to assist the small claims division. Declares agreements establishing forums for actions within the jurisdiction of the small claims division to be contrary to public policy and void and unenforceable. Raises the monetary cap for claims under the small claims division's jurisdiction. Expands the small claims division's allowable equitable remedies.
