RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits the sale by motor vehicle dealers and salespersons of new motor vehicles that are solely powered by fossil fuels and designed for personal use beginning 1/1/2035.

RELATING TO MEDICAL LOSS RATIOS.

Beginning on January 1, 2022, requires each managed care organization to annually report its medical loss ratio to the department of human services.

RELATING TO GOLF COURSES AND DRIVING RANGES.

Makes owners and operators of golf courses and driving ranges strictly liable for property damage to surrounding residential properties caused by golf balls hit by patrons of the golf course or driving range unless the owners and operators can show they took reasonable steps to prevent golf balls from leaving the golf course or driving range.

RELATING TO FIREWORKS.

Establishes the 2022 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.

RELATING TO CLIMATE MITIGATION.

Requires the Public Utilities Commission to develop an estimated social cost of carbon; each regulated electric and gas utility to use the estimated social cost of carbon in the utility's respective integrated resource planning process; and the State to consider the estimated social cost of carbon in planning new infrastructure and capital improvement projects. Effective 7/1/2100. (HD1)

RELATING TO INVASIVE SPECIES.

Establishes a separate fee and charge for the inspection, quarantine, and eradication of invasive species contained in air freight brought into the State, to be used for the program at the airports. Establishes a fund for the revenues to be deposited into. Appropriates funds.

RELATING TO SOIL CLASSIFICATIONS.

Requires the office of planning and sustainable development to conduct a study of the suitability of the State's current soil overall (master) productivity rating system classified by the land study bureau's detailed land classification. RELATING TO FIREWORKS.

Creates a civil cause of action that may be brought by any person, other than an officer or employee of the State or a local governmental entity in the State, for certain violations or aiding or abetting certain violations of the Fireworks Control Law, with statutory damages.

RELATING TO A WHISTLEBLOWER HOTLINE.

Requires the ombudsman to establish and manage a hotline by which an employee, or a person acting on behalf of an employee, may contact the office of the ombudsman directly to report a violation or suspected violation of a law, rule, ordinance, or regulation, or a contract executed by the State, a political subdivision of the State, or the United States. Authorizes the ombudsman to receive and investigate reports of violations or suspected violations from the whistleblower hotline.
