Prohibits planned community associations from prohibiting an owner or a sub-association from utilizing xeriscaping. Allows associations to adopt rules regarding the design of any xeriscaping project. Voids any provision in an association document that prohibits xeriscaping. Effective 1/1/2050. (HD2)
Establishes the Hawaii farmland and forest soil health carbon smart incentive program to incentivize carbon sequestration activities through incentives contracts that provide for compensation for eligible practices by program participants. Appropriates funds for positions and administering the program. Effective 7/1/2100. (HD2)
Increases the tax rate on capital gains. Makes the state earned income tax credit refundable and permanent. Applies to taxable years beginning after December 31, 2022. Effective 7/1/2050. (HD1)

Requires DOE to provide comprehensive training for teachers and educational officers on sexual health topics that include positive and accurate representations of the lesbian, gay, bisexual, transgender, queer or questioning, intersex, asexual, other sexual orientations and gender identities, persons of color, and disability communities to destigmatize and promote sexual health. Requires sexual health education programs to include similar sexual health topics to destigmatize and promote sexual health. Effective 7/1/2050. (HD1)
Authorizes the board of land and natural resources to: (1) Amend and extend existing pasture leases for up to sixty-five years; (2) Issue new pasture leases by negotiation, if doing so furthers public purposes and the lands are already under pastoral use; and (3) Develop agricultural and pasture lease rents based on the value of the land's agricultural uses. Requires the DOE, in consultation with and approval by the BOE, to develop and implement a plan to reduce the use of external contracts for curricula, instruction, and testing. Requires DOE to convene an advisory committee to make recommendations for developing and implementing the plan. Requires DOE to submit interim and final reports to the legislature. Establishes the shade and fruit tree program in the department of education to support educational activities and encourage propagation of native shade trees and fruit trees for planting in department schools. Appropriates funds for the program and to establish an arborist position. Effective 7/1/2050. (HD2)
