RELATING TO EARLY LEARNING ACCREDITATION.

Establish within the Department of Human Services' Child Care Assistance Program, a Child Care Accreditation Program to support licensed or registered child care providers to obtain accreditation from a national early learning accrediting organization. Extends the deadline by which unaccredited service providers of the Preschool Open Doors Program must commence the accreditation process and obtain accreditation. Appropriate funds.

RELATING TO TAX CREDITS.

Allows employers to obtain a tax credit for offering positions to qualified interns in work-based learning programs that have been approved by the department of education or University of Hawaiʻi.

RELATING TO CANNABIS.

Legalizes, regulates, and taxes cannabis and manufactured cannabis products for adult use. Establishes the Hawaiʻi cannabis commission to oversee the regulation of adult use cannabis manufacturers and retailers. Appropriates funds.

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Makes various updates to the hospital sustainability program, including amending the definition of "private hospital"; clarifying the uses of the hospital sustainability program special fund; increasing various hospital sustainability fee caps; requiring DHS to consult and negotiate with the hospital trade association regarding fee participation and rates; clarifying when the hospital sustainability fee shall be discontinued and the distribution of remaining funds; repealing the sunset dates of Act 217, SLH 2012, and Act 123, SLH 2014, to make the program permanent and permanently exempting the program from the central service and administrative expenses assessments; and appropriating funds out of the special fund. RELATING TO FINGERPRINTING.

Prohibits the department of health from requiring an applicant, operator, employee, or adult volunteer at a healthcare facility or, in the case of a healthcare facility operated in a private residence, any adult living in the home other than the client, to consent to fingerprinting except in connection with the initial licensing or certification of the individual or healthcare facility. In the case of a healthcare facility operated in a private residence, any adult living in the home other than the client, who was not living in the home at the time of initial licensing of certification, shall not be required to be fingerprinted more than once. Resets initial fingerprinting and background check requirements if the licensee terminates the license and later applies for a new license. Provides that the department of human services shall not require service providers who have direct contact with individuals receiving adult services to be fingerprinted as part of the criminal history record check process more than once.

RELATING TO MENTAL HEALTH.

Requires the department of health to conduct a feasibility study for the establishment of an outpatient mental health facility for children and adolescents living in the Ocean View region of Hawaiʻi island, including in the communities of Ocean View, Milolii, Naalehu, and Pahala.

RELATING TO HOTEL WORKERS.

Requires the Department of Business, Economic Development, and Tourism to develop a program to provide grants to match funds for hotel employees to buy hotels and establish employee-owned hotel cooperatives. Appropriates moneys.
