Gives authority to the Department of Agriculture to align state hemp production administrative rules with federal law, with regard to exemptions for fiber, fuel, and seed grain hemp crops.

Repeals existing law that requires the Department of Health to conduct unannounced visits and inspections, including inspections for relicensing or recertification, of state-licensed special treatment facilities. Requires the Department of Health to prioritize investigations of complaints against state-licensed or state-certified care facilities based on the degree of severity of the allegations. Clarifies that any person, corporation, or any other entity that provides health care or human services is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals existing law providing that a landlord shall not be deemed to be providing home care services or operating a care facility that requires a license under specified conditions. Authorizes the Hawaiʻi paroling authority to award credits to parolees for compliance with the terms and conditions of parole supervision that accordingly reduce the overall term of parole supervision.
Requires employers to provide a minimum amount of paid sick leave to employees and supplemental paid sick leave to employees under certain public health emergency conditions. Effective 6/30/3000. (HD1)
Permits the use of a vehicle for the purposes of human habitation in any public parking lot operated by a state department, subject to certain conditions.
Appropriates funds for the department of health to reimburse civilian households in Iroquois Point, and any other affected area, for costs incurred due to the 2021-2022 Red Hill water contamination.
