Prohibits the elimination of funding for vacant positions in the department of human services and department of health for five years, or until the director of human services or director of health, as applicable, requests that the positions be eliminated, whichever occurs first.

Requires the Commission on Water Resource Management to conduct an audit of the State's surface water transmission systems.
Specifies that a certificate of inspection shall be issued if a vehicle is not equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Makes violating the noisy muffler laws a petty misdemeanor. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair regulations.
Appropriates funds for capital improvement projects in the fortieth representative district.
Establishes and appropriates funds for a solar energy storage system loan program to provide asset limited, income constrained, employed households with low-interest loans to purchase and install solar energy storage systems. Establishes and appropriates funds for a renewable energy system installation loan program to provide asset limited, income constrained, employed households with low-interest loans to purchase and install residential photovoltaic and energy storage systems, including battery storage systems. By 7/15/2024, requires the counties to adopt ordinances to establish an expedited streamlined permitting process for essential businesses to obtain the building permits needed for the installation of rooftop solar and energy storage systems. Appropriates funds.
Requires the chief election officer to develop and distribute a voter information guide for all candidates running for state office, including candidates running for any trustee position of the office of Hawaiian affairs. Requires the office of elections to submit options for different voter information guides and their respective cost estimates to the legislature before the Regular Session of 2024.
Requires the department of education to offer training for teachers, educational officers, and school-based behavioral health specialists on sex trafficking prevention and response.
Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits.
