RELATING TO HOUSING.

Establishes a 5-year Hawaii Builds Pilot Program within the Hawaii Housing Finance and Development Corporation and designates projects that meet specific requirements as Hawaii Builds Pilot Projects. Authorizes the Corporation to deploy moneys from the Dwelling Unit Revolving Fund for predevelopment activities or as active construction equity. Requires annual reports to the Legislature. RELATING TO PERSONAL INFORMATION.

Requires every government agency that maintains, uses, collects or processes the home address of a covered public servant or candidate, to ensure that their home address is not publicly accessible. Requires every government agency to redact or otherwise remove home addresses from certain websites, databases, and printed documents or publications. Authorizes an individual to request disclosure of the home address, under certain circumstances. Allows a covered public servant or candidate to object to the disclosure of their home address.

RELATING TO CHARTER SCHOOLS.

Authorizes the funding for rental or lease of facilities by legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools. Effective 7/1/3000. (HD1)

RELATING TO CARDIOVASCULAR SCREENING.

Requires cardiovascular screening for students, including student athletes. Requires the Department of Education, in collaboration with the Department of Health, to distribute educational and informational materials regarding sudden cardiac arrest. RELATING TO THE FILM INDUSTRY.

Increases the fee amount collected from taxpayers claiming the Motion Picture, Digital Media, and Film Production Income Tax Credit and requires a portion of funds collected to be used to support the vertical film industry in the State. Expands the funding sources of the Hawaii Film and Creative Industries Development Special Fund to include revenues received by the Department of Business, Economic Development, and Tourism from managing the Hawaii Film Studio. RELATING TO PUBLIC PROCUREMENT.

Permanently establishes the Small Business Procurement Program and Small Business Procurement Coordinator position within the State Procurement Office. Requires purchasing agencies to apply a local preference to Hawaii businesses in evaluating contracts awarded by competitive sealed bidding or competitive sealed proposals. Establishes criteria for a Hawaii business to qualify for a local preference. Establishes procedures for contract awardees who fail to meet or maintain the preference criteria. Establishes a special fund and requires the Small Business Procurement Coordinator to establish rules and policies, effective 1/1/2029, requiring small businesses to commit to contributing 0.2 per cent of state contract awards to the special fund. Repeals the Small Business Assistance Initiative established in Act 168, SLH 2022. Appropriates funds for the Small Business Procurement Coordinator. Effective 7/1/3000. (HD1)
