APPLYING TO CONGRESS, AS PROVIDED BY ARTICLE V OF THE CONSTITUTION OF THE UNITED STATES OF AMERICA, TO SET A LIMIT ON THE NUMBER OF TERMS THAT A PERSON MAY BE ELECTED AS A MEMBER OF CONGRESS.

Maddy summaryHawaii's HCR 12 is a procedural resolution requesting Congress to call a constitutional convention to propose term limits for U.S. Congress members. It specifically seeks to limit consecutive terms for both House and Senate members. The resolution states Hawaii's application will be counted toward the two-thirds of states required under Article V of the Constitution to trigger such a convention. This is a request for action by Congress, not a law that would directly change current term limits.
