Allows association members to make repairs under certain conditions and deduct costs for the repairs from the association assessments under certain conditions. Requires persons who manufacture, sell, offer for sale, lease, or distribute a product that makes content accessible on the internet to include digital content blocking capability that renders inaccessible human trafficking websites, child pornography, revenge pornography, and other pornographic material. Allows consumers to request deactivation of the blocking capability if the consumer fulfills certain requirements, including payment of a digital access fee that is deposited into the human trafficking victim services fund. Requires persons who manufacture, sell, offer for sale, lease, or distribute a product that makes content accessible on the internet to establish and maintain a reporting system for content that is improperly blocked and pornographic content that the blocking capability fails to block. Establishes the misdemeanor offense of failure to include digital content blocking capability.
Provides a tax credit to a taxpayer who trades-in a personal motor vehicle and purchases a new motor vehicle in the taxable year. Requires proof of off-street parking for a certificate of registration for a motor vehicle. Requires the director of finance to charge an additional fee for certificates of registration issued to an individual who holds three or more unexpired certificates of registration for motor vehicles owned in an individual capacity at the time the certificate of registration is issued.

Defines the roles and responsibilities of the executive office on early learning and the department of education as they relate to the implementation of the public prekindergarten program. Establishes the executive office on early learning as the administrative authority for state funded prekindergarten programs and a support for and with the department of education special education, Title I, and private partnership funded prekindergarten programs to ensure high quality early education programs in department of education school classrooms. Ensures that agreements and services are clearly articulated in a memorandum of understanding between the executive office on early learning and the department of education, including a resolution protocol to settle disputes should either party not be able to come to an agreement. Establishes reporting requirements. Authorizes the state public charter school commission to establish and fund charter school prekindergarten classrooms. Appropriates funds. Effective 7/1/2050.
