RELATING TO THE SUNSHINE LAW.

Requires all boards to livestream meetings and archive the recordings online. Requires a board to identify each item on its meeting agenda as an item for action or an item for discussion and allow for oral testimony after each agenda item. Amends time frame requirements for the posting of board meeting minutes and board packets. Requires board meeting minutes and board packets to be posted online. Effective 7/1/2112. (HD1)

RELATING TO NATIVE HAWAIIAN REHABILITATION PROGRAMS.

Requires the department of public safety, in collaboration with the office of Hawaiian affairs, to create a Native Hawaiian rehabilitation program for prison inmates that puts an emphasis on preserving Native Hawaiian values and cultural practices. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO RECYCLING.

Requires the department of health to implement the auditor's recommendations for the deposit beverage container program, including developing a risk-based selection process to select reports submitted by distributors and redemption centers for audit. Effective 1/1/2050. (HD1)

RELATING TO MENTAL HEALTH LICENSING.

Requires psychologists licensed in the State to complete at least three hours of continuing education per licensing biennium on topics relating to cultural diversity, cultural competence, or health equity. Effective 7/1/2060. (HD1)

RELATING TO TAXATION.

Establishes a $10,000 income tax credit for physicians, osteopathic physicians, and nurses who are licensed and actively practicing in the State. Requires the Hawaii state center for nursing to report to the legislature on impact and effect of the tax credit by December 31, 2024. Sunsets December 31, 2025. Effective 7/1/2060. (HD1)

RELATING TO THE COMPREHENSIVE OFFENDER REENTRY SYSTEM.

Requires the offender reentry office of the department of public safety to develop and implement a risk needs assessment tool that is specifically intended to assess the needs of female offenders. Requires a report to the legislature. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION.

Temporarily allows licensed teachers who have retired to be employed as teachers during a state of emergency and within twelve months of their retirement. Effective 7/1/2051. Repeals on 6/30/2023. (HD2)

RELATING TO SEARCHES OF FEMALE INMATES.

Requires pat downs and searches of female inmates to be conducted by a female correctional facility employee unless the inmate presents a risk of immediate harm to self or others or risk of escape. Prohibits male correctional facility employees from entering areas where female inmates may be in a state of undress for the purpose of conducting a search unless an inmate in the area presents a risk of immediate harm to self or others or if there is a medical emergency in the area. Requires any prohibited search, pat down, or entry by a male correctional facility employee to be documented within three days of the incident, reviewed by the warden, and retained by the institution for reporting purposes. Effective 7/1/3000. (HD1)

RELATING TO MEDICAL CARE FOR MINORS.

Permits minors to consent to medical care and services related to the diagnosis, treatment, or prevention of HIV. Specifies that a minor, under certain circumstances, shall not be liable for payment associated with the diagnosis, treatment, or prevention of HIV. Authorizes physician assistants, in addition to physicians and advanced practice registered nurses, to render such medical care and services to minors. Effective 7/1/2060. (HD1)
