Establishes the Homeless Services Special Fund. Allows counties to apply for matching funds from the Affordable Homeownership Revolving Fund for certain housing projects. Increases the conveyance tax rates for certain properties. Establishes conveyance tax rates for multifamily residential properties. Establishes new exemptions to the conveyance tax. Allocates collected conveyance taxes to the Affordable Homeownership Revolving Fund, Homeless Services Fund and, and Dwelling Unit Revolving Fund. Establishes the Correction Facilities Authority to be responsible for all public corrections development, planning, and construction related to capital improvement projects. Requires the Correction Facilities Authority to apply for a loan or grant from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program. Effective 7/1/3000. Establishes and appropriates funds for a three-year pilot program to enrich diversity across the University of Hawaiʻi System.
Establishes the Red Hill remediation authority. Creates the Red Hill remediation special fund.
Allows a public charter school student who wishes to participate in a sport for which there is no athletic program at the student's charter school the ability to participate in a comparable program at any department school in the complex area where the student resides. Specifies that if the department school in the student's service area offers the student's desired athletic program, the student must participate in that athletic program and may not participate in an athletic program at a different department school in the same complex area.
Requires the Department of Labor and Industrial Relations to establish a three-year child care pilot grant program to provide grants to employers to assist in offering child care or caregiving support for their employees.
Requires health insurers, mutual benefit societies, and health maintenance organizations to provide health insurance coverage for various sexual and reproductive health care services. Applies this coverage to health benefits plans under the Hawaiʻi Employer-Union Health Benefits Trust Fund. Effective 1/1/2025.
Increases the exemption from attachment or execution for homesteads to $150,000 for heads of family and persons sixty-five years of age or older and to $100,000 for everyone else.
Appropriates funds for capital improvement projects in the fourth representative district.
