Primary HB 1919

RELATING TO DEVELOPMENT STANDARDS.

Maddy summaryHB 1919 prohibits counties from requiring minimum parking spaces for certain new developments starting July 1, 2027. It directly affects counties and developers building projects like residential, commercial, or mixed-use properties that fall under the bill's scope. The key provision removes a common requirement that often increases construction costs and land use for such projects. The bill takes effect on July 1, 2027, with a noted but likely erroneous "effective 7/1/3000" date in the abstract.

RELATING TO LAW ENFORCEMENT.

Maddy summaryHB 2153 establishes the Kūpaʻa Law Enforcement Retention Bonus Program, which provides financial incentives to help retain law enforcement officers. The bill allocates state funds specifically for these retention bonuses, directly affecting eligible law enforcement officers in Hawaii. The key mechanism is the state appropriating dedicated funding to cover the bonus payments. This policy change creates a formal, funded program to support officer retention efforts.

Primary HB 2156
Passed · Hawaii House · Lead sponsor
RELATING TO TAXATION.

Maddy summaryHB 2156 would raise the income or transaction thresholds that require businesses to file two specific taxes: the General Excise Tax (applied to most business activities) and the Transient Accommodations Tax (for short-term rentals like hotels or vacation homes). Businesses currently obligated to file below the new, higher thresholds would no longer need to file if their annual activity remains under the increased limit. This change directly affects small businesses and short-term rental operators who currently meet the lower filing requirements. The bill is pending committee referral as of January 2026, with no specific dollar amounts provided in the abstract.
