RELATING TO TRAUMA-INFORMED EDUCATION.

Requires DOE to establish a threeyear pilot program for the development and implementation of a traumainformed education program in the Castle, Kailua, and Kalaheo complex areas, based on the NanakuliWaianae complex area traumainformed education programs and report to the legislature. RELATING TO STATE PROCUREMENT REFORM.

Requires procurement officers to document whether to pursue a design professional or contractor for damages in the event of construction cost overruns. Requires the chief procurement officer to compile a public list of construction companies or design professionals that are in noncompliance with the procurement code or owe penalties. Makes construction cost overruns a tort for purposes of the design claim conciliation panel. Requires bids for a contract under the competitive sealed bidding process to include a liability contingency fund. Requires the state procurement office to include training on the duty of procurement officers to hold design professionals liable for breaches of professional standards. Makes cost overruns a construction defect for the purposes of the contractor repair act. Establishes a procurement professional standards task force. Effective 7/1/2112. (HD1)

RELATING TO CLEAN ENERGY FINANCING.

Creates the clean energy and energy efficiency revolving loan fund in the Hawaii green infrastructure special fund to be administered by the Hawaii Green Infrastructure Authority. Amends the purpose of the revolving sub-fund to expand financing for state agencies and also includes the electrification of fleet vehicles. Repeals the building energy efficiency revolving loan fund. Appropriates funds from the clean energy and energy efficiency revolving loan fund to make loans for clean energy investments or other authorized uses. Effective 7/1/2050. (SD1)

RELATING TO MANAGEMENT OF STATE FUNDS.

Establishes linked investments to provide loan funds for agriculture and authorizes the director of finance to commit no more than $5,000,000 in certain available moneys for the creation of linked investments through agreements with eligible lending institutions. Appropriates funds to the department of budget and finance to hire one position to administer the linked investment program. Effective 7/1/2050. (HD2)

RELATING TO FIRE SAFETY.

Establishes a working group to determine if a full-time state fire marshal's office would be more effective than the existing state fire council in planning, executing, and promoting fire safety-related programs and topics in the State. Requires the working group to submit a report to the legislature prior to the regular session of 2022.

Requires members of the charter school commission to collectively possess strong experience and expertise in various fields. Allows the authorizer's staff to provide technical support up until the completed charter application is submitted. Clarifies charter application notice requirements.
