RELATING TO SUNSCREEN.

Beginning January 1, 2023, prohibits the sale, offer for sale, or distribution in the State of any sunscreen that contains active ingredients that are not generally recognized as safe and effective by the Food and Drug Administration, without a prescription issued by a licensed health care provider. Effective 7/1/2100. (HD1)

RELATING TO IMMIGRANT RESOURCE CENTERS.

RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness to collect and maintain a database of private property owners who give prior consent for homeless service providers to enter an owner's private property, for purposes of administering homeless services to a homeless individual located on that private property. Requires a report to the legislature. Exempts homeless service providers from civil liability relating to trespass that may result from the administration of homeless services. Appropriates funds. RELATING TO LANDLORD-TENANT DISPUTES.

Provides for state-funded access to legal services to residential tenants in actions or proceedings for possession, with full access to each income-eligible tenant available by 7/1/2027. Authorizes attorneys, paralegals, and law students to provide the legal services. Appropriates funds for the judiciary to contract for the legal services. Effective 1/1/2050. (HD1)

RELATING TO CAMPAIGN FINANCE.

Authorizes candidates of inactive campaigns and their candidate committees to donate residual campaign funds to the State or the counties.

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.

Establishes a working group within the department of accounting and general services to study and recommend to the legislature improvements to the management of the state procurement office and methods of procurement, particularly in the area of natural resource management. Requires a report prior to the convening of the regular session of 2023.

RELATING TO STATE PROCUREMENT REFORM.

Requires procurement officers to document whether to pursue a design professional or contractor for damages in the event of construction cost overruns. Makes cost overruns a construction defect for the purposes of the contractor repair act. Requires the state procurement office to include training on the duty of procurement officers to hold design professionals liable for breaches of professional standards. Requires the state procurement office to conduct a study on the appropriateness of a liability contingency fund for cost overruns in bids for state contracts and report to the legislature. Establishes a procurement professional standards task force. Appropriates funds. Effective 7/1/2112. (HD1)

RELATING TO CORRECTIONAL FACILITIES.

Prohibits any planning, design, financing, development, or construction of a new jail in a county having a population in excess of five hundred thousand unless the Hawaii correctional systems oversight commission participates as a full partner in the planning, design, financing, development, and construction of the facility. Appropriates moneys. Effective 7/1/3000. (HD1)

RELATING TO ENERGY INTERCONNECTION.

Directs the public utilities commission to adopt guidelines for interconnection applications that would trigger distribution, transmission, or other utility infrastructure upgrade costs in excess of a threshold determined by the commission. Effective 7/1/2100. (HD1)
