Amends the fines and community service penalties for violating Hawaii's outdoor advertising laws.
Appropriates funds for capital improvement projects in the thirty-ninth representative district.
Requires the posting of depth gauge signs, in a manner consistent with the Federal Highway Administration's Manual on Uniform Traffic Control Devices, on any portion of a public highway that lies within a special flood hazard area and is prone to flooding. Effective 7/1/2050. (SD1)
Requires persons who receive state funds and state financial assistance to donate unnecessary but functioning electronic devices, hardware, and televisions to nonprofit organizations that will refurbish and distribute them to eligible persons in the State. Sets reporting requirements for donating entities, nonprofit refurbishers, and the department of accounting and general services. Sets penalties for violations. Effective 7/1/2112. (HD1)
Imposes an excise tax of fifty percent of the otherwise applicable tax under section 245-3, HRS, on every wholesaler for each modified risk tobacco product sold, used, or possessed by a wholesaler. Defines modified risk tobacco product. Defines "eliquids" and "smoke" or "smoking". Amends the definition of "tobacco products". Effective 7/1/2060. (SD1)
Amends the definition of "farm dwelling" that applies to allowable uses in the agricultural district. Amends certain land subdivision and condominium property regime laws related to agricultural land, as recommended pursuant to Act 278, Session Laws of Hawaii 2019, to ensure agricultural lands that are organized under a condominium property regime are used for agricultural purposes. Subjects condominium associations that violate section 205-4.6, Hawaii Revised Statutes, to the enforcement authority of the department of commerce and consumer affairs.
Establishes the abandoned and derelict vehicles task force to make recommendations to ensure the proper identification and disposal of abandoned and derelict vehicles left on the State's highways. Appropriates moneys for the administration and operation of the abandoned and derelict vehicles task force.
Caps the service credit for unused sick leave for employees who become members of the employees' retirement system on or after 7/1/2021 at a maximum credit of ninety days. Specifies that any unused sick leave in excess of ninety days shall be forfeited.
Bans the sale of flavored tobacco products. Prohibits mislabeling of e-liquid products containing nicotine. Establishes fines and penalties for violations. Includes heated tobacco products among the electronic smoking devices that are subject to restrictions under law.
Amends the law relating to the use of deadly force to establish under which circumstances a person using deadly force has no duty to retreat and has the right to stand the person's ground. Repeals statutory language that permits an actor to use deadly force at the actor's place of work in some circumstances.
