Authorizes Department of Public Safety to inspect shipping containers for illegal fireworks and explosives. Establishes a shipping container inspection program using X-ray scanning portals and associated special fund. Authorizes Department of Transportation to impose shipping container import fees. Increases fine and punishment for fireworks violations.
Establishes certain parental rights. Prohibits the State and counties from enacting any rules, regulations, or laws that infringe upon these parental rights.
Establishes the offense of loitering on public property and adds trespassing on public property to the offense of criminal trespass in the first degree. Establishes the homeless case management program and special fund, administered by the judiciary for the benefit of homeless persons.
Eliminates the individual income tax for single filers and heads of households making less than $20,000 or joint filers making less than $40,000 and increases the income tax rate more slowly for low- and medium-income filers.
Amends the motion picture, digital media, and film production income tax credit by requiring the department of business, economic development, and tourism to publish on its website the names of the qualified productions and the amount of the tax credits certified per qualified production per filing year.
Requires the Office of Hawaiian Affairs to establish and maintain Hawaiian cultural centers within the State. Requires the Office to submit reports to the Legislature regarding the Office's compliance with this Act. Appropriate moneys for the planning and design of the first Hawaiian cultural center.
Beginning 1/1/2027, prohibits the operation of leaf blowers or string trimmers that are powered using two-stroke engines. Establishes penalties.
Proposes a constitutional amendment to limit the terms of members of the legislature to a maximum of twelve years in the house of representatives or senate, or both, for terms beginning on or after the general election of 2024, with a grandfather clause for those in office who have already met the limit.
Introduces suggestions to improve the standards of conduct concerning elected officials, as recommended by the Commission to Improve Standards of Conduct in their final report.
Establishes an annual general excise tax holiday for consumers and businesses for items with a retail price under $2,000; provided that businesses pass savings on to consumers.
