Directs the Department of Taxation, in consultation with the Department of Business, Economic Development, and Tourism, to study the feasibility of replacing the income and general excise taxes with a new retail sales tax or other tax. Requires the Department of Taxation to submit a report of its findings and recommendations, including proposed implementing legislation, to the Legislature prior to the 2025 Regular Session.

Allows operators of bicycles, motorcycles, and mopeds to proceed through an intersection on a steady red signal during certain hours if the traffic signal is controlled by a vehicle detection device that is inoperative due to the size or composition of the bicycle, motorcycle, or moped. Prohibits the ownership of holding of real estate interests in land within two miles of federal land by foreign individuals, entities, or governments. Institutes a reciprocal ban on foreign individuals, entities, or governments where Americans are forbidden from owning real estate abroad.
Provides students access to nonpublic schools through school choice scholarship program, which provides grants to eligible entities to allocate funds to eligible students for enrollment in nonpublic schools based upon financial need.

Requires the Department of Education to create and manage a sports league for high school students in West Oahu, to further aid the development of high school students.
