URGING THE CONGRESSIONAL PACIFIC ISLANDS CAUCUS TO REINTRODUCE AND ADVOCATE FOR THE PASSAGE OF THE "ENGAGE THE PACIFIC ACT”.

Maddy summaryThis is a House Resolution (not a bill), urging the Congressional Pacific Islands Caucus to reintroduce and advocate for the "Engage the Pacific Act." It does not create new law but requests action on a previously proposed measure. The resolution cites that the 118th Congress considered this Act (which would require the State Department to establish a civil society engagement committee, develop a Pacific communications strategy, and support education scholarships), but it was not passed. The resolution aims to renew U.S. commitment to Pacific Island nations through this specific legislative proposal.

REQUESTING THE AUDITOR TO CONDUCT A SOCIAL AND FINANCIAL ASSESSMENT OF PROPOSED MANDATORY HEALTH INSURANCE COVERAGE FOR TRADITIONAL NATIVE HAWAIIAN HEALING AND CULTURAL PRACTICES OFFERED THROUGH FEDERALLY QUALIFIED HEALTH CENTERS OR NATIVE HAWAIIAN HEALTH CARE SYSTEMS.

Maddy summaryHCR 13 is a procedural resolution requesting the State Auditor to assess the social and financial impacts of proposed mandatory health insurance coverage for traditional Native Hawaiian healing practices. It specifically directs the Auditor to evaluate House Bill 641 (2023), which would require insurers to cover services like lomilomi massage and la’au lapa’au offered through federally qualified health centers or Native Hawaiian Health Care Systems. The resolution complies with Hawaii Revised Statutes §23-51, mandating this assessment before any such coverage mandate can be enacted. This resolution itself does not create new coverage requirements but seeks data to inform future legislative decisions.

URGING THE CITY AND COUNTY OF HONOLULU TO REVISE REAL PROPERTY ASSESSMENT PROCEDURES FOR KUPUNA.

Maddy summaryHCR 21 is a non-binding resolution urging Honolulu to revise property tax assessments for kupuna (Hawaiian elders aged 60+ on fixed incomes). It proposes two specific changes: (1) basing property assessments on original purchase price plus 2% annual increase instead of current market value for unchanged homes, and (2) capping annual property taxes at 3% of the owner’s income. These measures aim to reduce tax burdens for fixed-income seniors facing rising costs. The resolution directs Honolulu officials to consider these adjustments but does not require them to take action.

URGING THE DEPARTMENT OF LAW ENFORCEMENT, CITY AND COUNTY OF HONOLULU, AND HONOLULU POLICE DEPARTMENT TO PARTNER WITH LOCAL BUSINESSES AND ORGANIZATIONS TO CREATE DISPOSAL PROGRAMS FOR ILLEGAL FIREWORKS.

Maddy summaryHCR 135 is a concurrent resolution urging Hawaii's Department of Law Enforcement, City and County of Honolulu, and Honolulu Police Department to collaborate with local businesses and organizations to establish safe disposal programs for illegal fireworks. It proposes creating designated drop-off locations where residents can safely discard unused fireworks year-round, reducing the risk of improper storage or disposal. The resolution references a prior successful disposal event that collected over 1,300 pounds of fireworks from 121 residents. This initiative aims to address community safety concerns related to illegal fireworks use, following incidents like the tragic New Year’s Eve explosion in Salt Lake. (Note: As a non-binding resolution, it does not create new laws but encourages agency action.)
