RELATING TO INSURANCE.

Prohibits health insurers, mutual benefit societies, and health maintenance organizations from applying categorical cosmetic or blanket exclusions to gender affirming treatments or procedures when determined to be medically necessary pursuant to applicable law and specifies a process for appealing a claim denied on the basis of medical necessity. Requires those entities to provide applicants and insured persons with clear information about the coverage of gender transition services, including the process for appealing a claim denied on the basis of medical necessity. RELATING TO SENTENCING.

RELATING TO CORAL.

Prohibits the sale, import, harvest, or export of certain coral products, with certain exceptions. Requires the Department of Land and Natural Resources to amend its administrative rules accordingly no later than 12/31/2024. (SD3)

RELATING TO HEALTH.

Codifies the Prevent Suicide Hawaii Task Force and requires it to develop annual recommendations to the Legislature to reduce suicide by twenty-five per cent by 2025. Dissolves the task force on 1/1/2026. (SD1)

RELATING TO THE NEIGHBOR ISLANDS BLIND AND VISUALLY IMPAIRED SERVICE PILOT PROGRAM.

Requires the department of human services to establish a neighbor islands blind and visually impaired service pilot program that provides training and other services to blind or visually impaired individuals residing on the neighbor islands. Requires a report to the legislature. Appropriates funds. Repeals 06/30/2025. Effective 7/1/2060. (SD1)

RELATING TO THE COMMERCIAL SEXUAL EXPLOITATION OF CHILDREN.

RELATING TO GENERAL EXCISE TAX EXEMPTIONS.

Establishes a general excise tax exemption for the gross proceeds or income derived from the: (1) sale of food; (2) sale of nonprescription drugs; and (3) manufacture, production, packaging, and sale of diapers. Effective 7/1/2050. (SD1)
