RELATING TO BUILDING CODES.

Part I: Fixes the applicable building codes, standards, and county amendments for the life of a building permit, subject to certain exceptions and rules. Part II: Specifies the applicability of the International Residential Code. Authorizes a county to adopt amendments to the Hawaii state building code, under certain circumstances, and repeals the counties' existing authority to amend or adopt the buildings code without council approval. Changes the adoption of the Hawaii state building code from a two-year cycle to a six-year cycle. RELATING TO IMAGE-BASED SEXUAL ABUSE.

Establishes the nonconsensual disclosure of intimate or private images as a criminal offense. RELATING TO THE BOARD OF EDUCATION.

Requires the exclusive representative for bargaining unit (5) to appoint to the Board of Education a nonvoting public school teacher representative. Authorizes the nonvoting public school teacher representative to participate in all Board of Education meetings and enter into executive sessions, except in certain matters related to collective bargaining negotiations or personnel matters that may pose a conflict of interest. RELATING TO THE JUDICIARY.

Beginning 7/1/2027, requires the Judiciary to develop, implement, and administer an automated court appearance reminder system that generates text message or electronic mail notifications for upcoming court appearances in certain types of cases. Requires persons making an arrest or issuing a citation to obtain, to the extent practicable, the offender's mobile telephone number and electronic mail address. Appropriates funds.
