RELATING TO PUBLIC ORDER.

Establishes the offense of loitering on public property and adds trespassing on public property to the offense of criminal trespass in the first degree. Establishes the homeless case management program and special fund, administered by the judiciary for the benefit of homeless persons.

RELATING TO THE GENERAL EXCISE TAX.

Establishes an annual general excise tax holiday for consumers and businesses for items with a retail price under $2,000; provided that businesses pass savings on to consumers.

RELATING TO TAXES.

Eliminates the individual income tax for single filers and heads of households making less than $20,000 or joint filers making less than $40,000 and increases the income tax rate more slowly for low- and medium-income filers.

RELATING TO REDUCING THE GENERAL EXCISE TAX.

Reduce to the cost living to Hawaiʻi taxpayers through a one per cent reduction in the general excise tax. The general excise tax savings would only be applicable to the value of the entire retail product or service sold.

RELATING TO NURSING FACILITIES.

Repeals the sunset dates of Act 156, SLH 2012, and Act 124, SLH 2014, to make the nursing facility sustainability program permanent and permanently exempt the nursing sustainability program special fund from the central service and administrative expenses assessments. Makes various amendments to the nursing facility sustainability program and nursing facility sustainability special fund. Repeals the nursing facility tax. Appropriates funds out of the nursing facility sustainability program special fund. (CD1)

RELATING TO CHILD CUSTODY.

Requires certain individuals attempting to serve as child custody evaluators to complete a training course on the dynamics of domestic violence every three years. Requires individuals to submit a letter or certificate of completion to the family court. (SD2)
