Clarifies that the powers granted for emergency purposes shall not be inconsistent with the state constitution. Provides parameters for the duration of suspension of laws and requires justification for the suspension. Specifies parameters for when a state of emergency is terminated. Allows the authorization of the issuance of a proclamation arising from the same emergency or disaster as a previous proclamation that was terminated by the legislature, upon request of the governor and adoption of a concurrent resolution by the legislature.
Requires the Department of Education to create and manage a sports league for high school students in West Oahu, to further aid the development of high school students. This league is open to all high school students, regardless of whether the student attends a public, private, charter, or home school.
Proposes a new section to article V of the Hawaiʻi constitution to provide for the election of the attorney general. Amends article III, section 19, of the Hawaiʻi constitution to allow for impeachment of the attorney general. Makes conforming amendment to article V, section 6, of the Hawaiʻi Constitution relating to removal of the attorney general with the advice and consent of the senate.
Amends various provisions to improve the integrity and accuracy of voter rolls, ballot security, and increases the number of voter service centers.
Lowers the threshold blood alcohol concentration for the offense of operating a vehicle while under the influence of an intoxicant.
Establishes a teacher loan program to encourage individuals to become teachers in hard-to-fill positions of department of education schools. Allows the loan to be forgiven after five years of teaching in a hard-to-fill position. Establishes a similar teacher loan program for public charter schools. Effective 6/30/3000. (HD1)
Establishing a Local Housing Market that is tied to Hawaiʻi State resident's incomes, and not the global economy. Thus, providing housing options that are affordable relative to wages for residents of the State.
Requires public high school students to complete one financial literacy class before graduation.
