Creates the offense of urinating or defecating in public. Provides penalties for public urination or defecation. Requires mental health evaluation and supportive services for a homeless person arrested for urinating or defecating in public places.

Proposes to amend the Constitution of the State of Hawaiʻi by: (1) Providing that the Department of Law Enforcement shall be headed by an elected Sheriff; (2) Applying to the Sheriff the same constitutional impeachment and removal provisions that apply to the Governor and Lieutenant Governor; (3) Providing that vacancies shall be filled as provided by law; and (4) Removing the Department from the supervision of the Governor.

Requires all places of public accommodation constructed after 12/31/2024 to provide universal changing accommodations in public restrooms. Where feasible and cost effective, requires all bids for state building construction, projects submitted after 6/30/2024 to provide universal changing accommodations in public restrooms.
Establishes the accessory dwelling unit housing development program with the Hawaiʻi Community Development Authority to award subsidies to individuals who build accessory dwelling units. Exempts those accessory dwelling units from general excise tax for the first 3 years of rental. Appropriates moneys.

Takes effect only upon ratification of constitutional amendment requiring the election of the Sheriff as the single executive of the Department of Law Enforcement. Effective 1/1/2025, amends elections law to accommodate the election of the Sheriff. Effective 12/1/2026, makes statutory amendments to make administrative changes to the Department.
Eliminates the income tax for single and heads-of-household filers making less than $20,000 a year or $40,000 a year for joint filers and scale low- and middle-income tax rates more slowly.
Establishes the Onipaʻa Teacher Bonus Program to address teacher retention and award teachers for outstanding and extended service in the state department of education.
