Amends the definition of a "board" under the Sunshine Law to include the Legislature. Clarifies notice period requirements. Repeals the Legislature's exemption from the Sunshine Law. Repeals the exemption for permitted interactions between board members.
Requires the department of human services to provide written notice to a parent of the parent's rights when conducting an investigation regarding a child who is or may be subject to imminent harm.
Raises the minimum age to enter into marriage from sixteen to eighteen years of age. Repeals the authority of parents and the family court to consent to a minor's marriage. Repeals spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage. Repeals exemptions for sexual assault of a minor if the perpetrator is married to the minor. Makes conforming amendments. Effective 7/1/3000. (HD2)
Prohibits the Department of Human Services from using any social security income payments, including supplemental income payments it receives on behalf of a child under foster custody of the Department to cover the cost of foster care services. Requires the Department of Human Services to deposit all social security income payments received on behalf of a child under foster custody of the Department into a savings account that shall be made accessible to the child when the child leaves foster care custody.

Continues a licensing scheme for licensed certified midwives and licensed certified professional midwives, to be overseen by the Department of Commerce and Consumer Affairs. Reestablishes the home birth task force to provide recommendations on issues related to home births. Dissolves the task force on 6/30/2026. Requires reports to the Legislature.
Requires the Board of Education to adopt a policy that bans the use of phones and related devices by students during school hours. Effective 7/1/3000. (HD1)

Offers rights and protections to citizens who bring civil nuisance abatement suits related to illegal gambling. Imposes a mandatory fine of $5,0000 for violating nuisance abatement laws related to gambling offenses.
