Requires the Department of Budget and Finance, in consultation with the Department of Accounting and General Services and the Office of Enterprise Technology Services, to develop and procure a uniform financial database for use by all state agencies. Appropriates moneys.
Establishes the department of environmental protection. Transfers jurisdiction of certain functions and employees of the department of land and natural resources, department of agriculture, and department of health to the department of environmental protection.
Allows for the installation of certain energy-efficient technologies on any privately owned single-family residential dwelling or townhouse, with limited restrictions. Requires private entities to review, and if necessary, change rules to allow for the placement of those technologies. Effective 7/1/2050. (HD2)
Requires the Department of Agriculture to collaborate with agricultural growers and researchers to develop and implement a program to safely distribute disease- and insect-free tropical plant materials to Hawaii farmers. Appropriates funds.
Creates an income tax credit to incentivize the food manufacturing industry in the State. Applies to taxable years beginning after December 31, 2020.
Establishes a task force to review and recommend specific actions to ensure that Hawaii's food imports are sourced, transported, stored, and distributed in compliance with the Food Safety Modernization Act, and develops specific recommendations to ensure that all foods and brands imported into Hawaii do not mislead or confuse the public. Requires public schools, private schools, and public charter schools to have an employee trained to administer seizure disorder rescue medication. Exempts schools that do not have a student with a seizure disorder. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires all principals, guidance counselors, and teachers to perform selfreview of seizure disorder materials annually.
