Requires eligible schools to participate in the federal Community Eligibility Provision, which provides federal funds to help schools offer free meals to all students. Appropriates moneys for any difference between federal funds amounts and costs of providing free meals. Declares that the general fund expenditure ceiling will be exceeded.

Establishes a teacher loan program to encourage individuals to become teachers in hard-to-staff positions of Department of Education schools. Allows a loan to be forgiven for teachers who become, or have become, a licensed teacher in Hawaiʻi or for teachers who will commit to teach for three years at a Hawaiʻi public school or public charter school. Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that governs smoking.
Requires the Department of Accounting and General Services to provide menstrual products at no cost in specified restrooms in public buildings maintained by the department. Requires the Department of Accounting and General Services to post signage in each restroom identifying the location of the free menstrual products. Appropriates funds. Effective 7/1/3000. (HD1)

Establishes the Red Hill remediation authority. Creates the Red Hill remediation special fund.
Establishes a two-year elder access pilot program in the Executive Office on Aging, to improve access to essential services and reduce wait times for seniors seeking public services through state and county government offices. Authorizes the Executive Office on Aging to enter into memorandums of agreement with the counties and other state agencies to implement the pilot program.
