Establishes a private right of action for any person aggrieved by a violation of the Federal Aviation Act and existing federal laws to bring a civil action against the owner or operator of the helicopter in violation and collect damages and litigation costs. Effective 7/1/3000. (HD1)
By 1/1/2028, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2029, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that govern smoking.
Appropriates funds for a one-time hazard pay bonus to state officers and employees in bargaining units 5, 6, and 7, and their excluded counterparts under certain conditions.
Requires the Department of Education to implement dyslexia-sensitive universal screenings and evidence-based interventions, offer professional development on structured literacy and evidenced-based interventions, and support pre-teacher programs in training candidates in structured literary instruction. Places oversight of the School Impact Fee Program under the School Facilities Authority Board. Directs the School Facilities Authority Board to carry out the processes and procedures conducted by the Board of Education to dissolve a school impact district upon the transfer of oversight of the School Impact Fee Program. Establishes a lithium-ion battery recycling working group within the Department of Health to assess recycling methods for small and medium format lithium-ion batteries. Effective 7/1/3000. (HD1)
