Requires a purchasing agent to give a preference to an applicant that is a qualified medicaid provider when evaluating competitive purchase of health and human services contract proposals. Specifies that if two otherwise equally qualified applicants are seeking the same purchases of services contract, the purchasing agency shall select the applicant who is a qualified medicaid provider. Requires the department of health to provide an explanation of how providers may capture federal medicaid moneys. Effective 7/1/2060. (HD1)
Requires the department of health to establish a fee for inspections of public swimming pools. Increases the annual permit fee and temporary permit fee for tattoo artists. Increases the fee for certified copies of vital statistic records. Requires the department of health to coordinate public health statistics and other public health data to implement and update a statewide public health planning and public health program development program. Changes the age for minors who are in the presence of abuse of family or household member offenses from less than fourteen to less than eighteen years of age.
Reduces the maximum fee a check casher may charge under a payday loan agreement for deferring the deposit of a check from fifteen per cent to seven per cent of the face value of the check.
Establishes a road connectivity task force to assess and identify ways of improving road access in rural areas and in subdivisions with substandard roads. Requires a report to the legislature.
Requires all health care and wellness service providers to submit health information to a health information exchange, to be operated and maintained by a state designated entity, for the purposes of facilitating the use and movement of health information among organizations. Requires courts and administrative panels, in certain proceedings regarding whether a person is dangerous to self or others, to consider the statements of the person's parents. Clarifies that a parent who does not reside with a respondent is still a "family member" who may petition for the respondent's entrance into an outpatient treatment program for substance abuse.
