Requires a purchasing agent to give a preference to an applicant that is a qualified medicaid provider when evaluating competitive purchase of health and human services contract proposals. Specifies that if two otherwise equally qualified applicants are seeking the same purchases of services contract, the purchasing agency shall select the applicant who is a qualified medicaid provider. Requires the department of health to provide an explanation of how providers may capture federal medicaid moneys. Effective 7/1/2060. (HD1)
Requires assessment of patients who are subject to emergency hospitalization, diagnosed with a mental illness or severe substance use disorder, and found to be lacking decisional capacity to determine if a surrogate or guardian needs to be appointed to make appropriate health care decisions for the patient. Requires medicaid and insurance coverage of ambulance services. Authorizes medicaid programs, and requires private insurers, to pay for community paramedicine services provided by emergency medical technicians or paramedics. Appropriates moneys for costs resulting from medicaid coverage of ambulance service and community paramedicine services provided by emergency medical technicians or paramedics. Effective 7/1/2022.
Requires the family court to appoint counsel to indigent parents in foster care cases and make every effort to do so at the first hearing attended by the parent.
