Authorizes a non-registered qualifying patient to engage in the medical use of cannabis for a period of one year from the date of the issuance of a medical provider's certification letter, subject to certain conditions.

Authorizes state-licensed and credentialed physicians, advanced practice registered nurses, and physician assistants, who are not physically in the State, to issue prescriptions for certain controlled substances under a limited circumstance. Authorizes pharmacies to dispense such prescriptions.
Requires the one-half mile buffer zone between construction, modification, or expansion of a waste or disposal facility and a residential lot, school, or hospital to also apply to land designated as important agricultural lands and land within the agricultural district.
Appropriates funds for capital improvement projects in the thirty-seventh representative district.
Authorizes the counties to adopt ordinances to legalize non-medical marijuana possession, sale, transfer, and use for adults, subject to certain conditions. Imposes a general excise tax surcharge on non-medical marijuana sold within those counties. Exempts persons from certain criminal offenses, provided they comply with county requirements.
Prohibits the construction, modification, or expansion of any waste or disposal facility in agricultural districts and on important agricultural lands in counties with a population of five hundred thousand or more.
Requires DOE to establish a pilot program that provides grants for high school students enrolled in a career and technical education or career academy program to enroll in college courses through the running start program or other similar programs that allow students to earn college credits that are applicable to the requirements for a career discipline of high need, including teaching and renewable energy and related industries. Appropriates funds for the pilot program. Expands the eligibility criteria for the Hawaii educator loan program to include students who have graduated from a career academy; provided that the loan recipient agrees to teach for three years at a public school in the State. Appropriates funds into and out of the Hawaii educator loan program revolving fund. Requires reports to the legislature.
