Exempts workforce development projects from paying school impact fees for the development of workforce housing if at least 90% of the residential units that are set aside for purchase or rent for residents in the low-income or moderate-income ranges are set aside specifically for public school teachers.
Requires the harbors division of the department of transportation to inspect shipments landing at a commercial harbor within the division's jurisdiction and originating from a geographic location that is known to manufacture, use, or export aerial fireworks. Requires the harbors division to use specialized canine units to perform these inspections. Appropriates moneys.
Requires the Department of Transportation to allow its lease with the U.S. Department of the Army to expire on its agreed upon termination date and to not terminate the agreement prior to that date.
Requires any taxpayer claiming an income tax credit to submit documentation verifying that seventy-five per cent of the applicant's employees are residents of Hawaii, including proof of residency for each qualifying employee through a state-issued identification card and two other acceptable documents as determined by the director of taxation.
Grants eligibility for participation in the State deferred compensation retirement plan for state and county part-time, temporary, and seasonal or casual employees to members of the Hawaii National Guard who have been ordered into active service.
Establishes a state income tax credit for certain expenses incurred by pre-kindergarten through grade 12 teachers, instructors, counselors, principals, or aides in a school. Applies to taxable years beginning after 12/31/2021. Effective 7/1/2050. (HD1)

Requires heavy trucks having a gross vehicle weight rating of more than 10,000 pounds to drive within the right-hand lane of an interstate highway except when the heavy truck is turning left or avoiding an obstruction.
Prohibits certain discriminatory practices based on an individual's invasive medical test status or vaccination status.
Limits compelled disclosure of sources or unpublished information for journalists, newscasters and persons participating in collection or dissemination of news or information of substantial public interest. Establishes exceptions.
