RELATING TO HIGHWAYS.

Sets weight limitations for tour operators and rental vehicles on Hana and Haleakala highways. Establishes user fees to access Hana and Haleakala highways for certain vehicles. Amends the highway development special fund to allow the deposit funds received from the user fees into the special fund and authorizes the fund to be used for the development and improvement of Hana and Haleakala highways. Effective 7/1/2050. (HD2)

RELATING TO BUSINESS DEVELOPMENT IN CENTRAL OAHU.

Authorizes a GET exemption for businesses investing more than $750,000 over a 10-year period and creating a minimum of 50 job positions for the purpose of business development in the Pearl-City Aiea and Waipahu opportunity zones. Establishes a tax credit for upgrading infrastructure in the Pearl-City Aiea and Waipahu opportunity zones.

RELATING TO MURDER.

Amends provisions relating to first degree murder. Adds a person commits the offense of first-degree murder if the person knowingly or intentionally causes the death of another person that is less than fourteen years old or pregnant with a viable fetus. Adds a person commits the offense of first-degree murder if the murder was especially heinous, atrocious, or cruel manifesting exceptional depravity.

PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 15, OF THE HAWAII STATE CONSTITUTION TO ENACT A SUPERMAJORITY VOTING REQUIREMENT FOR PASSAGE OF LEGISLATION PROPOSING TO RAISE OR CREATE TAXES AND LEGISLATION TO RAISE THE MINIMUM WAGE.

Proposes a constitutional amendment to include a two-thirds supermajority voting requirement for the legislature to pass a minimum wage increase and laws that raise taxes or create new taxes.
