Includes electronic smoking devices and e-liquids under the definition of "tobacco products" for purposes of cigarette tax and tobacco tax law. Repeals the electronic smoking device retailer registration unit under the department of the attorney general. Effective 1/1/3000. (HD2)
Authorizes the counties to use the county surcharge on state tax revenues and fuel tax revenues for certain purposes related to public roadways and private roadways that are open to the public. Effective 7/1/3000. (HD2)
Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula, provide relevant training to teachers and school staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force.
Establishes the shade and fruit tree program in the department of education to support educational activities and encourage propagation of native shade trees or fruit trees for planting in department schools. Requires the department of health to establish a reverse vending machine pilot program to provide grants to deploy reverse vending machines in the State. Clarifies that the conviction of a crime by a person holding a license to practice professional engineering, architecture, land surveying, or landscape architecture in the State, that is substantially related to the qualifications, functions, and duties of the licensee constitutes a ground for disciplinary action by the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects. Allows the Board to suspend or revoke a convicted licensee's license or decline to reissue a license to a convicted licensee subject to certain conditions.
Requires the department of agriculture to include a statement on desecration laws in the plant and animal declaration form. Effective 6/30/3000. (HD1)
