RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, with a sign giving notice of the closure. RELATING TO SCHOOLS.

Requires the board of education to adopt rules to expand the jurisdiction of all public schools under the purview of the department of education to include a quarter-mile radius surrounding each public school.

RELATING TO FENTANYL TEST STRIPS.

Excludes from the definition of "drug paraphernalia", testing products utilized in determining whether a controlled substance contains chemicals, toxic substances, or hazardous compounds in quantities that can cause physical harm or death, including but not limited to fentanyl test strips. RELATING TO NATURAL RESOURCES.

Requires the commission on water resource management and division of aquatic resources of the department of land and natural resources, in partnership with the University of Hawaiʻi and department of health, to conduct research on limu to understand the impacts of groundwater use on groundwater-dependent ecosystems. RELATING TO HOUSING DEVELOPMENT.

Requires the Hawaiʻi Housing Finance and Development Corporation to follow all applicable statutes and other requirements when developing properties that conflict with a community transitoriented development plan.

RELATING TO TRANSIT-ORIENTED DEVELOPMENT.

Authorizes the issuance of general obligation bonds for statewide planning and coordination for transit-oriented development projects identified in the state strategic plan for transit-oriented development. Effective 7/1/3000. (HD1)
