PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII TO RECOGNIZE AND PROTECT THE INHERENT AND INALIENABLE RIGHT OF ALL PEOPLE TO CLEAN WATER AND AIR, A HEALTHFUL ENVIRONMENT AND CLIMATE, HEALTHY NATIVE ECOSYSTEMS, AND BEACHES.

Proposes a constitutional amendment to ensure that the inherent and inalienable right of the people, including future generations, to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches shall be protected and shall not be infringed. Effective 6/30/3000. (HD1)

RELATING TO FIRE PREVENTION.

Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Beginning with fiscal year 2025-2026, and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget. RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Encourages the EUTF to consider investment opportunities in industries that will sustain Hawaiʻi's natural environment or produce economic opportunities for its residents, including renewable energy businesses and businesses that use investment capital to acquire the infrastructure and services needed to become energy sustainable. RELATING TO TOURISM.

Requires the School of Travel Industry Management of the University of Hawaiʻi to conduct a study that assesses the tourism social carrying capacity for each of the islands of Oahu, Maui, Hawaiʻi, Kauai, Lanai, and Molokai. Requires the School of Travel Industry Management to consult with the Department of Health and Department of Land and Natural Resources and allows the school to consult with other entities. Appropriates funds. Effective 6/30/3000. (HD2)

RELATING TO VESSELS.

Prohibits a vessel from being fumigated on ocean waters. Allows an owner whose vessel is required to be fumigated on ocean waters to apply for an exemption from the division of boating and ocean recreation. Requires any vessel granted an exemption to be fully covered and sealed while being fumigated and for any period of time thereafter needed to prevent fumigant or other chemicals from entering ocean waters. Effective 6/30/3000. (HD1)

RELATING TO INITIATION OF PROSECUTION.

Specifies that a subsequent attempt to prosecute a felony using an alternative charging method, after the first attempt has failed, shall not be permitted unless certain conditions are met.

RELATING TO EDUCATION.

Requires DOE to develop and implement safety training for all cafeteria student helpers and ensure the student helpers receive the training prior to them volunteering. Requires DOE to provide personal protective equipment for all cafeteria student helpers prior to the student helpers volunteering. Requires all cafeteria student helpers to be directed and supervised by trained personnel at all times. Effective 6/30/3000. (HD1)

RELATING TO HOUSING.

Lowers the income threshold from one hundred forty per cent to one hundred twenty per cent of the median family income for mixed-income rental projects to be eligible for rental housing revolving fund loans or grants. Effective 1/1/2024.
