Requires eligible schools to participate in the federal Community Eligibility Provision, which provides federal funds to help schools offer free meals to all students. Appropriates moneys for any difference between federal funds amounts and costs of providing free meals. Declares that the general fund expenditure ceiling will be exceeded.
Establishes the Correction Facilities Authority to be responsible for all public corrections development, planning, and construction related to capital improvement projects. Requires the Correction Facilities Authority to apply for a loan or grant from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program. Effective 7/1/3000. Beginning 1/1/2025, requires health insurers, mutual benefit societies, health maintenance organizations, and health plans under the State's Medicaid managed care program to provide coverage for biomarker testing. Effective 7/1/3000. (HD1)
Establishes the Filmmakers Special Fund for the State Foundation on Culture and the Arts to award grants for film, media, and creative industries intellectual property development projects in Hawaiʻi. Establishes a teacher loan program to encourage individuals to become teachers in hard-to-staff positions of Department of Education schools. Allows a loan to be forgiven for teachers who become, or have become, a licensed teacher in Hawaiʻi or for teachers who will commit to teach for three years at a Hawaiʻi public school or public charter school. Requires the DOE to submit an annual report to the legislature on the installation, repair, and maintenance of fire alarm systems in Hawaiʻi's public schools. Appropriates funds. Effective 7/1/3000. (HD1)
Provides that each lease that the Department of Agriculture enters into, renews, or extends after the effective date of this Act shall authorize the Department to: (1) Enter the leased premises at any time to identity, investigate, control, or eradicate invasive species; and (2) Terminate the lease if the lessee refuses the Department entry or is found in violation of any applicable law, rule, or order relating to the control or eradication of invasive species.
No later than January 1, 2025, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in certain state buildings. Requires the Department of Accounting and General Services to provide trainings on the use of automated external defibrillators for certain state employees and security staff. Appropriates funds. Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that governs smoking.
